On September 11, 2000, by the order of the rector, Prof. L.L. Tovazhnyansky, the first department of strategic management in Ukraine was established at the National Technical University “Kharkiv Polytechnic Institute.” The head of the department became Dr. of Technical Sciences Igor Volodymyrovych Kononenko – Deputy Director for Scientific Work and Prospective Development, Director of the Analytical Center of the Institute of Machines and Systems of the Ministry of Industrial Policy and the National Academy of Sciences of Ukraine, National Expert of the United Nations Industrial Development Organization (UNIDO) (1995-1996), Expert of the Interdepartmental Analytical and Consulting Council on the Development of Productive Forces and Production Relations under the Cabinet of Ministers of Ukraine (1996-1997), Expert of the Head of the State Property Fund of Ukraine (1998).

The department was initially established as a general department, responsible for teaching the course “Management of the Development of Socio-Economic Systems” to fifth-year students of various specialities at the university. Since 2001, the department began, for the first time in the Kharkiv region, to train specialists in the field of 7.000003 – Project Management, with a licensed capacity of 30 students. In September 2001, the first group, IF-27, was admitted to the “Project Management” speciality.
In February 2003, the department of strategic management held its first graduation of specialists. The first head of the State Examination Commission (SEC) for the specialty “Project Management” was appointed as the president of SP “NOK International,” Candidate of Technical Sciences, H. G. Kuznetsov.

In 2003, NTU “KhPI” passed accreditation for training specialists and licensing for master’s programs in the specialty 8.000003 – Project Management. In 2004, NTU “KhPI” launched the part-time study program for the specialty 7.000003 – Project Management. In 2005, the university passed accreditation for training master’s students in the specialty 8.000003 – Project Management.
Since 2016, the department has been training full-time bachelor’s students in the specialty 122 – “Computer Science” under the educational program “Computer Science” with a specialization in “Project Management in Information Technology.”
Starting in 2016, the department began preparing master’s students in both full-time and part-time formats in the specialty 122 – “Computer Science,” specializing in “Project Management in Information Technology.”
Since 2019, the department has been training master’s students in both full-time and part-time formats in the specialty 122 – “Computer Science,” under the educational program “Project Management in Information Technology.”
From 2003 to 2020, the department has graduated 173 bachelor’s students, 219 specialists, and 304 master’s students.

These individuals have played a key role in the development of the department through their teaching, research, and administrative efforts, shaping its growth and success over the years.
The main priority scientific directions of the department’s work are: “Development of methodology and high-efficiency methods of integrated strategic management, portfolio management, program management, and project management in the development of production-economic systems.”
Since 2014, the department has been publishing the Bulletin of the National Technical University “KhPI”, Series “Strategic Management, Portfolio, Program, and Project Management”. Prof. I.V. Kononenko is the chief editor, and O.V. Lobach is the responsible secretary. Since 2010, the department has organized and conducted the International Scientific and Practical Conference “Integrated Strategic Management, Portfolio, Program, and Project Management” (“Integrated Management”), held in Slavske (2010, 2011, 2012, 2016, 2018, 2019, 2020), Yaremche (2013), Bukovel (2015, 2017), Ukraine, and Bansko (2014), Bulgaria. In 2020, as part of this conference, the “International Workshop IT Project Management 2020” took place. The materials of this event are indexed in Scopus.
In 2005, Prof. I.V. Kononenko and PhD student A.M. Repin discovered a new pattern in the global economy, which they called “The Pattern of the Impact of GDP Growth Rate Changes in a Country on the Volume of Capital Investments in Its Economy.”
In 2006, an agreement titled “Technologies, Created in NTU ‘KhPI’ Database Development” was signed between NTU “KhPI” and the company “Imprimatur Capital LTD” (UK). The head of the project was appointed as the Head of the Research and Development Department of the university, Prof. G.V. Lisachuk, and the responsible executor was Prof. I.V. Kononenko. The staff of the Department of Strategic Management—A.M. Repin, G.V. Yefremova, I.Yu. Pidkopaieva, T.M. Yefremenko—actively participated in the implementation of this agreement. As a result, the client received a web-oriented corporate database containing information about 48 developments from NTU “KhPI” scientists. This information was intended for promotion among potential investors worldwide.
In 2012-2013, with funding from the state budget, the work “Development of a computer technology for evaluating the impact of national-level projects on the economy and forming optimal project portfolios” (No. DR 0112U000417) was carried out.
In 2014, Professor I.V. Kononenko became a member of the editorial committee for the creation of the “Development Strategy for the Kharkiv Region until 2020”. He led the development of the section “Sectoral Efficiency”. The preparation of materials for this section involved NTU “KhPI” scholars, including rector Prof. L.L. Tovazhnyanskyi, professors S.I. Arkhiereiev, O.M. Havrys, N.S. Krasnokutska, V.A. Mishchenko, P.H. Pererva, A.I. Yakovlev, and associate professor N.Yu. Yershova.
In 2015-2016, under the commission of the Ministry of Education and Science of Ukraine, the work “Development of an information technology for forming national-level project portfolios based on a simulation model of scientific and technological development in Ukraine” (No. DR 0115U000543) was conducted.
In 2017-2018, the department carried out the work “Development of an information technology for synthesizing a management methodology for national-level projects” (No. DR 0116U000894).
The department also had fruitful collaboration with enterprises in the city of Kharkiv. Several projects were commissioned by the State Enterprise “Kharkiv Machine-Building Plant” FED and the leading enterprise in the construction industry of the Kharkiv region – JSC “Zhitlobud-2”.
Over the years of its existence, the scientific school of the Department of Strategic Management has completed 19 research projects commissioned by the Ministry of Education and Science of Ukraine and various enterprises.
The department’s scholars have published three monographs and three chapters in monographs, which were published abroad.
Faculty members of the department conducted training sessions for local government representatives, entrepreneurs, and managers of state enterprises.
In January 2009, Professor I.V. Kononenko, Senior Lecturer M.A. Hrynchenko, and Assistant A.M. Rєpin conducted training sessions on “Creating an Effective System for Managing the Development and Operation of an Enterprise” for the managers of the State Enterprise “Machine-Building Plant ‘FED'”.
In 2019-2020, the Department of Strategic Management was a grantee of the Erasmus+ program “Student and Staff Mobility” in collaboration with WSB University (Poland), Lodz University of Technology (Poland), and the West University of Timișoara (Romania). As part of the grant, I.V. Kononenko gave lectures at WSB University and Lodz University of Technology (Poland). Associate Professor K.S. Bukrieyeva delivered lectures and conducted business games with students at WSB University (Poland).
In 2009, a group of authors, including Professor I.V. Kononenko, was awarded the State Prize of Ukraine in the field of science and technology for the work “Scientific Foundations of Forecasted Active Management of Projects and Programs for Socio-Economic Development in the Fields of Education, Science, and Industry.” This was the first State Prize of Ukraine awarded for work in the field of project and program management.

I.Kononenko was awarded the Order of Merit, Third Class (2015), as well as Honorary Certificates from the Minister of Youth and Sports of Ukraine, the Kharkiv Regional State Administration, the Kharkiv Regional Council, the Kharkiv City Council, the University of Hartford (USA), and the Barney School of Business (USA).
In 2012, at the final stage of the All-Ukrainian Student Olympiad in Project Management, Tatiana Yevlanova, a student of group IF-26, took third place, and in 2015, Yaroslava Kramarenko (Chirva), a student of group IF-29m, took second place.
In May 2010, the Barney School of Business and the University of Hartford (USA) organized the First International Business Plan Competition. Teams from the USA, Ireland, and Ukraine participated. The first place in the competition was awarded to a team of students from NTU “KhPI,” who were studying Project Management. The team consisted of Nataliya Tomilova, Andriy Altunin, Elena Anyukhina, Tetyana Saiko, and Rustam Berdyev. The coordinator of the team was the postgraduate student of the Department of Strategic Management, K.S. Bukriyeva.

In April-May 2011, the Second International Business Plan Competition took place, with 21 teams participating from Hong Kong, Greece, India, Ireland, the USA, Ukraine, and Chile. In the final of the competition, third place was awarded to students studying Project Management at NTU “KhPI”: Tatyana Ageeva, Kateryna Kalanchuk, and Anna Kakhnovska (group IF-26). The project coordinator was Associate Professor of the Department of Strategic Management, N.V. Shatokhina.

On April 25, 2013, the final of the Fourth International Business Plan Competition took place. Teams from the USA, Taiwan, Ukraine, and Finland reached the final. Based on the results of the competition, the best business plan in the “Socially Beneficial Innovation” nomination was the work of students studying Project Management at NTU “KhPI” – Anna Kishkinova, Daria Tonkopieva, Svitlana Kozyar, and student of the Translation specialty, Bohdan Chuyko.
