  1. GENERAL PROVISIONS

 1.1. This provision defines the functions and status of the center for collective use of scientific equipment “Laboratory of Measuring Instruments and Systems” (the name of the unit in English: Laboratory of Measuring Instruments and Systems, hereinafter referred to as the Center) of the scientific and research part (hereinafter referred to as the NDC) of the National Technical University “Kharkiv Polytechnic Institute” (hereinafter referred to as NTU “KhPI”), established on the basis of the order of NTU “KhPI” dated 30.06.2025p. No. 202 OD.

1.2. The decision on the creation, reorganization, liquidation of the Center is made by the Academic Council of NTU “KhPI” and is put into effect by NTU “KhPI” by order of the rector in the manner and on the terms stipulated by the current legislation, the Charter of NTU “KhPI”.

1.3. The Center is a structural unit of the Research and Development Center of NTU “KhPI”, is subordinated, accountable and controlled by the rector of NTU “KhPI”.

1.4. The main purpose of the Center’s activities is to ensure the possibility of conducting scientific research by organizing access to high-tech, expensive equipment and measuring instruments, and their effective use.

1.5. In its activities, the Center is guided by the Constitution of Ukraine, laws, other regulatory legal acts of Ukraine and the regulatory framework of NTU “KhPI”, the Charter of the university, orders of the rector, decisions of the Academic Council of the university, the Methodological Council of the university and these Regulations.

1.6. The Regulations on the Center are considered by the Scientific and Technical Council, approved by the Academic Council of the University and put into effect by order of the Rector of the University. Amendments and additions to the Regulations are made in the same order.

1.7. The content of the Center’s work is determined by the university’s development plans.

1.8. The documentation of the Center consists of:

  • the Center’s development strategy;
  • the Center’s structure and staffing;
  • a list of scientific equipment that can be used by the Center when performing the tasks assigned to the Center;
  • the Center’s work schedule;
  • regulations for access to and use of scientific equipment;
  • instructions for operating laboratory equipment;
  • job descriptions of laboratory employees in accordance with the staffing list;
  • instructions on labor protection and fire safety for laboratory employees, students and other persons involved in work in the laboratory;
  • records of instructions on labor protection and fire safety;
  • passport of laboratory premises and passports of workplaces.

1.9. The Center’s activities are financed from the general and special funds of the state budget and other sources not prohibited by the current legislation of Ukraine.

1.10. Location of the Center: Kharkiv, Kyrpychova St., 2.

  1. MAIN TASKS OF THE CENTER

2.1. Ensuring the receipt of results of scientific research and scientific and technical (experimental) developments that are of national importance and international recognition.

2.2. Increasing the level of publication of scientific research results in publications indexed by scientometric databases, and the corresponding scientometric indicators.

2.3. Ensuring the completion of qualification work by applicants for higher education at three levels in advanced areas of modern science.

2.4. Ensuring the implementation of work with professionally oriented school youth for the purpose of their career guidance before entering NTU “Kharkiv Polytechnic Institute”.

2.5. Promoting the implementation of state target scientific and scientific and technical programs and scientific (scientific and technical) projects in the specified priority thematic areas of scientific research and scientific and technical (experimental) developments.

2.6. Ensuring the conduct of scientific research in the areas of physics, electronics, electronic engineering, information engineering, environmental engineering and medical biotechnology by scientists of NTU “KhPI”, other higher education institutions and research institutions at a modern scientific and methodological level, in particular, with the involvement of international scientific partners.

2.7. Promoting international scientific and technical cooperation.

2.8. Promoting the involvement of higher education students and young scientists in research and development work.

2.9. Ensuring the educational process and training of higher education students of all levels, advanced training and retrainingemployees of higher education institutions, research institutions, enterprises of various forms of ownership.

2.10. Ensuring the conduct of technical examinations and providing scientific and technical conclusions on the research performed.

2.11. Conducting scientific activities by organizing scientific research at the Center, ensuring the creative activity of participants in the educational process, using the results obtained in the educational process, training highly qualified scientific personnel.

2.12. Conducting scientific research on behalf of enterprises of various forms of ownership on contractual terms and private individuals.

  1. FUNCTIONS OF THE CENTER

According to the main tasks, the functions of the Center are:

3.1. Promoting the implementation of the educational process of higher education applicants.

3.2. Promoting the publication of educational and methodological literature, in particular the development of plans, educational and methodological and instructional and methodological components.

3.3. Conducting internships for higher education students of three levels.

3.4. Performing work related to conducting research on microcontrollers and robotic systems.

3.5. Ensuring the conduct of research by scientific and scientific and pedagogical workers, higher education students of NTU “KhPI” and other higher education institutions and research institutions.

3.6. Providing paid services for conducting research on the basis of contracts with customers, which are concluded and agreed upon in the established manner.

3.7. Coordination, organization and conduct of complex scientific research within the framework of international and national programs.

3.8. Creation and ensuring the functioning of working groups in accordance with the tasks and goals of programs and projects.

3.9. Organization and holding of round tables, conferences, meetings to discuss current problems and prospects within the framework of the tasks facing the Center.

3.10. Involvement of specialized international and domestic research centers, universities and other organizations in cooperation.

  1. MATERIAL AND TECHNICAL BASE AND ORGANIZATION OF THE CENTER’S ACTIVITIES

4.1. In its activities, the Center uses scientific and technological equipment of NTU “KhPI” of the departments of AUTS, IVT, TOE and other structural units of NTU “KhPI”.

4.2. The conditions of access to scientific equipment used by the Center are determined by the regulations, which are approved by order of the rector of NTU “KhPI” with the approval of the vice-rector for scientific work.

4.3. The mechanism for submitting and approving applications for conducting research at the Center is determined by the procedure approved by the order of the rector of NTU “KhPI” with the approval of the vice-rector for scientific work.

  1. STRUCTURE AND MANAGEMENT BODIES OF THE CENTER

5.1. The Center is part of the National Research Center and unites the following educational and scientific laboratories, which are structural units of NTU “KhPI”.

  • Educational and scientific laboratory “Microprocessor Systems Laboratory”;
  • Educational and scientific laboratory of robotics;
  • Educational and scientific laboratory of technical foundations of electrical engineering.

5.2. The Center is managed by the director of the Center.

5.3. The Director of the Center is subordinate to the Head of the Research and Development Center and acts on the basis of this Regulation and the job description, which define his powers.

5.4. Issues related to the educational and scientific laboratories specified in clause 5.1 of this Regulation and the analytical equipment in them are agreed with the Director of the Center for Collective Use of Scientific Equipment “Laboratory of Measuring Instruments and Systems”.

5.5. The Director of the Center is appointed to the position by order of the Rector of NTU “KhPI” upon the proposal of the Head of the Research and Development Center.

5.6. The Director of the Center prepares an annual report on the results of the Center’s work and its development strategy for the next period, which are approved by the Scientific and Technical Council of NTU “KhPI” with the consent of the Vice-Rector for Scientific Work.

5.7. During the period of temporary absence of the Director of the Center, his powers are exercised by a person appointed in accordance with the established procedure.

  1. POWERS OF THE CENTER DIRECTOR

6.1. Manages the Center and reports to the Scientific and Technical Council of NTU “KhPI” on the implementation of the tasks assigned to the Center.

6.2. Distributes job functional responsibilities of employees, draws up and approves job descriptions of the Center’s employees. The tasks, functions, rights and obligations of the Center’s employees are determined by current legislation, the Charter of NTU “KhPI” and the Internal Regulations of NTU “KhPI”, these regulations and job descriptions.

6.3. Controls the work of the Center’s employees.

6.4. Ensures:

6.4.1. Creation of appropriate working conditions at each workplace in accordance with the requirements of current legislation, as well as compliance with the rights of employees guaranteed by labor legislation.

6.4.2. Compliance with the provisions of the legislation on ensuring the rights and legitimate interests of persons with disabilities.

6.4.3. Compliance by the Center’s employees with the requirements of current legislation, the Charter of NTU “KhPI”, the regulatory baseof NTU “KhPI” and the terms of the Collective Agreement of NTU “KhPI”.

6.4.4. Timely familiarization of the Center’s employees with their job descriptions, the Charter of NTU “KhPI”, the Internal Regulations of NTU “KhPI”, the Collective Agreement of NTU “KhPI”, the Anti-Corruption Program of NTU “KhPI”, the Code of Honor of NTU “KhPI” and these provisions.

6.4.5. Protection of information in accordance with the legislation.

6.4.6. Retraining and advanced training of the Center’s employees.

6.4.7. Compliance with labor and financial discipline.

6.4.8. Non-disclosure of personal data held by the Center.

6.5. Takes measures to comply with the anti-corruption program of NTU “KhPI”, prevent conflicts of interest, manifestations of corruption offenses.

6.6. Submits proposals to the head of the NDC on improving the management and work of the Center.

6.7. Makes proposals, in accordance with the established procedure, on the appointment to positions and dismissal from positions of employees of the Center, their encouragement and the imposition of disciplinary sanctions.

6.8. In accordance with the main tasks of the Center, informs the head of the NDC about detected violations of the legislation of Ukraine.

6.9. Endorses and signs documents within the limits of his powers.

6.10. Together with the legal department, participates in the preparation of responses to citizens’ appeals, requests for public information, as well as requests for information.

6.11. The Director of the Center has the right:

6.11.1. Receive from structural units information and documents necessary for the implementation of the Center’s activities.

6.11.2. Initiate and conduct meetings on the activities of the Center, participate in the discussion and preparation of decisions on the main tasks of the Center.

6.11.3. Make proposals on improving the work of the Center, developing regulatory acts of NTU “KhPI”, on other issues within the competence of the Center.

  1. RESPONSIBILITY

7.1. The Director of the Center is personally responsible for:

7.1.1. Organization and implementation of tasks and functions assigned to the Center.

7.1.2. Reliability of reporting on the results of the Center’s activities and implementation of approved work plans.

7.1.3. Carries out other activities within the scope of his/her powers, determined by regulatory and administrative documents of NTU “KhPI”.

7.2. All employees of the Center, in accordance with their job descriptions, are responsible in accordance with current legislation for failure to perform or improper performance of labor duties, functions and assigned tasks, failure to comply with the requirements of the reliability of information and maintaining its confidentiality, unreliable accounting and reporting, failure to comply with the requirements of the regulatory acts of NTU “KhPI”.

  1. INTERACTION WITH OTHER STRUCTURAL UNITS

8.1. In its activities, the Center interacts with the structural units of NTU “KhPI” to provide and receive information, documentation, draft documents, conclusions, etc. to perform its tasks and functions.

8.2. Specific powers and the procedure for establishing relationships between employees of the Center with other units of NTU “KhPI” are established by their job descriptions.

  1. PROCEDURE FOR PROVIDING RESEARCH AND DEVELOPMENT SERVICES

9.1. The Center may provide research and development services using scientific equipment at its disposal to the customer.

9.2. Research and development services using scientific equipment are provided by the Center to the customer on a fee basis in accordance with the contract for conducting research and development using scientific equipment. The cost of research and development services using scientific equipment is determined by the founder of the Center.

9.3. The preferential right to use scientific equipment is granted to the participants of the Center or customers of research and development services, which are carried out by order of the state within the priority areas of scientific, technical and innovative development of the Center.

  1. PROCEDURE FOR ACQUISITION, TRANSFER, EXCHANGE OF SCIENTIFIC EQUIPMENT

10.1. Scientific equipment is transferred, purchased (including under a leasing agreement), exchanged by the Center in accordance with the legislation.

10.2. The Center has the right to refuse to provide services if the planned research or development is prohibited by law or may lead to the scientific equipment being out of working condition, violation of the rules for using scientific equipment or failure to meet other requirements stipulated by the Regulations on the Center.

10.3. Scientific equipment (components of scientific equipment) may be granted the status of a scientific object constituting a national heritage in accordance with the established procedure.

  1. FUNDING, REPORTING AND TERMINATION OF THE CENTER

11.1. The sources of financing for the Center’s activities are the general and special funds of the State Budget of Ukraine, as well as funds received by the Center as payment fromand providing services for conducting research and development using scientific equipment and other sources not prohibited by law.

11.2. The staffing of the Center is approved in accordance with the established procedure and agreed with the Vice-Rector for Scientific Work.

11.3. The Center reports on its activities to the Scientific and Technical Council of NTU “KhPI” in the manner established by NTU “KhPI”, but not less than once a year.

11.4. The termination of the Center’s activities is carried out in accordance with the legislation and the Regulations on the Center approved by the rector.

11.5. Information about the Center, posted on the official website of the Center, must contain:

  • list, main characteristics (type/brand/parameters/year of manufacture/other) of scientific equipment, name of the balance holder;
  • list of research and development that can be carried out on scientific equipment;
  • work schedule of the Center and distribution of time for using scientific equipment between customers and participants of the Center;
  • contact details of persons who are responsible for coordinating the provision of research and development services by the Center;
  • regulations for access to and use of scientific equipment;
  • electronic application form for conducting research and development on scientific equipment;
  • link to the electronic repository of NTU “KhPI” of open scientific (research) data;
  • terms of provision The Center for Research and Development Services for the Use of Scientific Equipment on a Paid Basis;
  • information on the use of scientific equipment, in particular on institutions, higher education institutions, organizations that used the services of the Center, research and development that was conducted (except for research and development with limited access), duration of use (days or hours).
  1. RESOURCE PROVISION

12.1. The Center is assigned premises and equipment for the organization and provision of the educational process.

12.2. The property and premises assigned to the Center are an integral part of the property of the university; they cannot be withdrawn or transferred to other units without the consent of the vice-rector for the direction.

12.3. The Center’s premises must have natural and artificial lighting, be bright, warm and dry. Equipment, tools, and wall paint colors are selected in accordance with ergonomic requirements using signal colors and safety laws.

12.4. The Center’s premises must have:

  • occupational safety and fire safety corners;
  • first aid kits with a set of medicines for first aid;
  • primary fire extinguishing equipment in accordance with the Fire Safety Rules.

12.5. It is prohibited to use the Center’s premises, its equipment, and educational and methodological support for purposes not provided for by the university’s organizational documentation.
