Scholars from the National Technical University “Kharkiv Polytechnic Institute” (NTU “KhPI”) participated in a parliamentary session on the Three Seas Initiative – Ukraine, held at the Verkhovna Rada of Ukraine. The participation of university representatives is part of NTU “KhPI”’s systematic and consistent work to develop scientific, educational, expert, and analytical cooperation with the Inter‑Factional Parliamentary Group and the National Platform “Three Seas Initiative – Ukraine.”
On 16 January 2026, representatives of NTU “KhPI” took part in a joint session of the Inter‑Factional Parliamentary Group “Three Seas Initiative – Ukraine” of the Verkhovna Rada of Ukraine and the National Platform “Three Seas Initiative – Ukraine,” conducted with the participation of the Ukrainian section of the EU–Ukraine Parliamentary Association Committee.
On behalf of NTU “KhPI,” Olena Serhiienko, Professor of the Department of Entrepreneurship, Trade and Logistics at the Educational and Scientific Institute of Economics, Management, and International Business, delivered a presentation. In her address, she outlined priority directions for scientific research, the integration of university science into practical projects of the Three Seas Initiative, the results of systematic work in 2025, and the university’s interest in expanding inter‑institutional and international cooperation.

- Yevhen Shapran, Professor, NTU “KhPI,”
Both exemplifying the ongoing engagement of NTU “KhPI” scholars in parliamentary, expert, and international formats of the Three Seas Initiative – Ukraine.
Andriy Smorodin, Honorary Professor of NTU “Kharkiv Polytechnic Institute” and President of the National Platform “Three Seas Initiative – Ukraine,” emphasized that practical scientific cooperation will advance both within the parliamentary framework and through international projects. He highlighted that further coordination of the scientific and educational component of the Platform, as well as collaboration with parliamentary and international partners, is a key priority.
The session was attended by Members of Parliament of Ukraine — members of the Inter‑Factional Parliamentary Group “Three Seas Initiative – Ukraine”:
- Vadym Halaichuk — Chair of the Ukrainian section of the EU–Ukraine Parliamentary Association Committee, Member of Parliament of Ukraine;
- Yuriy Kamelchuk — Chair of the Inter‑Factional Parliamentary Group, Member of Parliament of Ukraine;
- Fedir Venislavskyi — Committee on National Security, Defence and Intelligence, Member of Parliament of Ukraine;
- Oleh Dunda — Committee on the Organization of State Power, Local Self‑Government, Regional Development, and Urban Planning, Member of Parliament of Ukraine.
The Ministry of Education and Science of Ukraine was represented by Hryhorii Mozolevych, Director General of the Directorate for the Development of Science of the Ministry of Education and Science of Ukraine.
An important component of the session was the participation of international partners, in particular:
- Małgorzata Samojedny — Doctor of Laws, President of The Opportunity Institute for Foreign Affairs (Poland);
- Wilfried Jilge — Expert on Ukraine and the Wider Black Sea Region, DGAP (Germany).
Special recognition was given to the participation of Honorary Consuls:
- Vitaliy Zapukhlyak, Honorary Consul of the Republic of Croatia;
- Illia Khoch, Honorary Consul of the Republic of Latvia.
Among the business representatives attending the meeting were:
- Serhii Zanudin — Director of SMART LAWYERS Law Firm LLC;
- Dmytro Umanskyi — Commercial Director of Gravicon NVC.
The meeting also included Oleksandr Lygin, Advisor to the President of the National Platform “Three Seas Initiative – Ukraine.”
The parliamentary format of the session ensured structured interaction between higher education institutions, Members of Parliament of Ukraine, international partners, and business representatives.
The participation of NTU “KhPI” scholars contributed to the development of applied research, the integration of university science into the European research area, and the formulation of practical solutions within the framework of the Three Seas Initiative in the fields of infrastructure, energy, security, and technological innovation.
During the session of the Verkhovna Rada of Ukraine, Andriy Smorodin, Honorary Professor of the National Technical University “Kharkiv Polytechnic Institute,” was awarded the Honorary Diploma of the Verkhovna Rada of Ukraine for services to the Ukrainian people and for his significant personal contribution to the development of national and international projects.
